The SAME contradiction in the two different formats?

In the South Indian media, the river Cauvery issue related violence started dominating over the violence in Kashmir.

The violence in the two different formats attracted my attention to the following text of Adam Smith in ' The Theory of Moral Sentiments' ( Page 273)

" The love of our country seems, in ordinary cases, to involve in two different principles; first, a certain respect and reverence for that constitution or form of government which is actually established; and secondly, an earnest desire to render the conditions of our fellow citizens as safe, respectable, and happy as we can. .................

In peaceable and  quiet times, those two principles generally coincide and lead to the same conduct................

But in times of public discontent, faction, and disorder, those two different principles may draw different ways," (Bold mine) 

In my view, the failure on the part of the opinion leaders like the writers, professors, etc to remove the roots of the probable “public discontent, faction, and disorder" during the "peaceable and quiet times", thorough the open minded & objective debates;

was the main CULPRIT; sustaining the thug-leaders & hatred infected lunatic fringe elements, surviving on the negative emotions of the mutual region/language/caste/religion based hatred;

for the later eruption of the violence, damaging the public property & innocent lives. 

Fanning the negative emotions of the mutual region/language/caste/religion based hatred, during the "peaceable and quiet times", will pollute the social environment with ‘combustible social gases’; waiting for the ‘triggering’ of the ‘social explosion’.

Also w.r.t the above;

what was/is the contribution of the INTER-STATE COUNCIL SECRETARIAT (under Ministry of Home Affairs, Government of India) as ‘ a vibrant organization to support Centre-State and Inter-State coordination and cooperation in India’;( http://interstatecouncil.nic.in/iscs/vision-mission/) 

“No wonder the state wings of the national parties like Congress, BJP, & communist parties, often in the opposite sides, in the inter-state water disputes like Cauvery, Mullai Periyar, etc, are just  following the regional chauvinistic interests, instead of the national interests. Can these all India parties, with their state wings from the ‘rival’ states opposing each other in the inter-state disputes, claim themselves to be the ‘national’ parties, in the true sense?” ; http://tamilsdirection.blogspot.com/2016/07/normal-0-false-false-false-en-in-x-none_18.html 

Did the foreign funded NGOs try to ‘strengthen’ or ‘weaken’, the 'fanning of the negative emotions' of the probable “public discontent, faction, and disorder", during the "peaceable and quiet times"? 

Also why the self-immolation, during the phase of the ‘social explosion’, were confined mostly to the children of the poor & illiterate/semi-literate parents, and NOT the children of the leaders, whose wealth had increased after their entry into the public life? Do the Children of all main separatists' leaders stay abroad for education and not in Kashmir, as reported in the media? Will we wake up, at least now? 

We need to wake up to the above to discharge our 'social role', unless we opt out, to be just a third person, always ensuring 'a safe zone'; directly or indirectly ‘compromising’ with the ‘the thug-leaders & hatred infected lunatic fringe elements.’
